For the last three years, the default path for an AI-native app has been simple: pick a frontier model, wrap it in a subscription, and pray the API bill stays below the revenue. That model is now optional on Apple platforms. At WWDC 2026, Apple turned its own silicon, its Private Cloud Compute (PCC) servers, and a new LanguageModel protocol into a single backend that many small developers can use at near-zero cost.
The shift is deeper than a pricing change. Apple is saying that model access is no longer the moat. The moat is what your app remembers, what it is allowed to see, and how it orchestrates the right model for the right moment. This article is a builder’s map of that shift: the new stack, the economics, the privacy walls, and the product shapes that make sense now.
Three moves that change the game
Apple’s June 8 announcements matter for builders in three specific ways:
- The model became a swappable backend. The Foundation Models framework now exposes a public
LanguageModelprotocol. The sameLanguageModelSessioncode can call Apple’s on-device model, Apple’s PCC server models, Claude, or Gemini by swapping a dependency.12 - Private Cloud Compute became free for most small developers. If you are in the App Store Small Business Program and your apps have fewer than two million first-time App Store downloads, you can call Apple’s server models on PCC with no cloud API cost.3
- The OS-level agent layer is now the primary integration surface. App Intents 2.0 is the only path into the new Siri. The Model Context Protocol (MCP) is system-wide. Your app becomes callable by the OS, not just another icon in the App Store.4
Together, these mean a tiny team can ship an AI-native health coach, finance companion, or personal memory assistant without charging users for inference. But only if the team understands where Apple’s privacy walls stop and their own context layer must begin.

The model stack
Apple’s third-generation Foundation Models are a family of five, split between on-device and PCC:5

AFM 3 Core is a 3-billion-parameter dense model. AFM 3 Core Advanced is a 20-billion-parameter sparse model that activates only 1–4 billion parameters per request, with weights paged from flash memory so it can run on consumer hardware. Apple says the Advanced model is “unlocked by and optimized for our most capable Apple silicon systems,” but it has not published a precise device list at this writing.5
AFM 3 Cloud Pro is the interesting outlier: it is the first Apple model that does not run on Apple silicon inside PCC. Apple worked with Google and NVIDIA to extend PCC to NVIDIA GPUs in Google Cloud while keeping the same privacy boundary.5 That is a signal of how seriously Apple is treating the top end of the reasoning market — and how willing it is to let others handle the raw compute while it owns the privacy wrapper.
The economics: free, with hard edges
On-device inference is quota-free. For the PCC tier, Apple’s Small Business Program offer is straightforward: enrolled developers with fewer than two million first-time App Store downloads pay no cloud API cost. If you cross the threshold, you get six months to migrate.3
But “free” does not mean “unlimited.” Independent researchers reverse-engineering the PCC client found a hard daily limit of roughly 1,000 requests per token grant, plus a secondary rate-limit trigger around 400 consecutive requests per day that can suspend a token grant for one to two months.6 This is not a published SLA; it is a measured behavior from a research paper. Still, it sets the design constraint clearly: PCC is for bursts and weekly synthesis, not for a chatbot that holds long conversations all day.
The other hard edge is statelessness. PCC nodes do not remember previous turns. Apple’s own researchers note that the model “should never store such requests,” and the research paper confirms PCC responses are state-independent.6 If your app needs continuity, you must carry the context yourself.
Point C2 Private Cloud Compute is free for eligible small developers, but it has measured daily limits and a six-month migration window if the download threshold is crossed.
Point C3 PCC is stateless by design, so apps that need memory across turns must build their own local context layer and design for quotas.
What apps can actually see
Apple’s privacy architecture is not just about where the model runs. It is about what data your app is allowed to touch in the first place. The table below is the reality check every product plan needs:7

This means a private health coach is architecturally natural: HealthKit data stays on device, models can run on device, and only the synthesized advice needs to leave. A cross-app “chief of staff” that reads your email, messages, and browsing history is not possible without the user manually sharing each item. Apple has not built a general Quantified Self feed, and the privacy walls suggest it will not.

A practical build arc
Given the stack, the economics, and the data walls, a sensible product looks like three tiers:
Baseline: free, private, offline
- Route routine requests to AFM 3 Core on device.
- Use App Intents 2.0 and MCP so the OS can call your app directly.
- Store memory locally: a small vector database, conversation summaries, and user-approved embeddings.
Mid-tier: still free for small developers
- Escalate complex reasoning or image tasks to AFM 3 Cloud or ADM 3 Cloud on PCC.
- Build a hybrid router that classifies request complexity and sends only the expensive work to the cloud.
- Design for quotas: cap daily cloud use, warn users before limits hit, and degrade gracefully to on-device summaries.
Advanced: user or developer pays
- Add Claude or Gemini through the
LanguageModelprotocol for frontier reasoning the user is willing to pay for.12 - Use Core AI to route to a custom model for domain-specific tasks.
- Consider on-device LoRA adapters if the task is narrow enough to specialize AFM 3 Core.
The product insight is in the router. The same prompt should not always go to the same model. A budget app might classify a request as “extract transaction from screenshot” (on-device Vision + AFM 3 Core), “monthly spending narrative” (AFM 3 Cloud once a day), or “should I refinance this loan?” (Claude/Gemini, user-paid or premium tier).

The real moat: context, not model access
Apple solved two hard problems: inference cost and privacy trust. It did not solve context and memory.
Because PCC is stateless, the cloud cannot remember the user across turns unless your app resends the history. Because cross-app data is walled off, the richest context lives inside your app’s own sandbox or in user-approved system data like HealthKit and Photos. Because daily quotas exist, the user experience breaks if you treat the cloud model like an always-on conversation partner.
The winners will be the apps that architect context well:
- Local retrieval over the user’s own notes, photos, and logs.
- Summarization of conversation history instead of resending every turn.
- Explicit memory the user can see, edit, and delete.
- Domain-specific ontologies — a fertility coach that understands cycle data, a finance coach that understands cash flow — rather than generic chat.
In other words, the moat shifts from “we have a model” to “we know how to hold the right context without breaking privacy or quotas.”

Product archetypes that fit
Some categories are obvious fits for this stack; others are still blocked:
- Personal OS augmentation — notification triage, calendar defense, context-aware Shortcuts. Constrained by what the OS exposes, but very natural.
- Vertical health and lifestyle coaches — fitness, sleep, fertility, nutrition. Sensitive data can stay on device.
- Private finance and life-admin agents — budgeting, purchase advice, loan ROI. Bank data must come in manually or through open banking, but the reasoning can run cheaply.
- Personal memory companions — private RAG over photos, notes, and voice memos. The data is available; the retrieval layer is yours to build.
- Creative and producer tools — local drafting, image editing, transcript summaries. On-device multimodal models change the economics.
- Professional vertical agents — medical scribes, legal document review, sales assistants. These need human-in-the-loop workflows and careful compliance, but the inference cost problem is largely gone.
Limits and cautions
- The free PCC tier is not a public utility. It is tied to the Small Business Program and has measured daily limits.36
- Statelessness is a feature, not a bug. Do not build a product that assumes the cloud remembers; it is a privacy guarantee.
- Device requirements matter. The Advanced on-device model and the new Siri features have hardware floors. Not every existing iPhone will get the full experience.8
- Third-party providers bill at provider rates. Claude and Gemini plug into the same API, but they are not free.12
- The open-source promise is a promise. Apple said it will open-source the Foundation Models framework “later this summer,” but that is a timeline, not a shipped artifact.1
The practical takeaway
If you are building an AI assistant today, start by assuming the model is free and private. Then ask the harder questions: What can my app actually know? What does it need to remember? How do I route the cheapest model to the simplest task? And what value do I create that is not just “access to a smarter chatbot”?
Apple has made the model layer a commodity. The next meaningful layer is context architecture. That is where the post-subscription AI assistant will be built.
