India dug canals of cheap data across the country. The water reached everywhere—villages, railway platforms, late-night kitchens, school corridors. But the channels were not built to irrigate fields. They were built to carry away attention. The same infrastructure that could have turned a young, connected population into a productive force is now, in large part, a harvesting machine. The crop is not wheat or rice; it is hours.
This is the attention extraction: a structural inversion in which digital access becomes digital drain.

The Inversion
For two decades, India’s policy story was about getting people online. The story worked. The country is set to cross 900 million internet users. Rural India is now driving growth. Ninety-eight percent of users access content in Indic languages. Data is cheap enough to be an afterthought for most households. By the old metrics, the digital divide is closing.
The Economic Survey 2025–26, released through the Press Information Bureau and the India Budget portal, flags digital addiction as an emerging public-health challenge with implications for the demographic dividend. That is not a fringe anxiety. It is an official recognition that the next question is not access but use. The question is no longer whether people are online; it is what the online economy is doing to the people who live inside it.
The shift is visible in public transit and shared waiting spaces in dense, mobile-first countries. Commuters stare at glowing rectangles. A norm of private, audio-isolated behavior in shared physical spaces has replaced the older bustle of incidental social contact, a change examined more closely in Public Space and Private Screens. Global media norms that emphasize personal entertainment over incidental social contact have traveled fast, reshaping how people spend time in queues, at tea stalls, and on long-distance buses. The device is not an occasional tool; it is the default environment.
The extraction is hard to see because each individual scroll feels small. A few minutes after lunch, a few songs before sleep, one more clip while waiting for a bus—these do not look like a structural problem. They look like rest. But rest is not what the design is optimizing for. The design is optimizing for engagement, and engagement is measured in aggregate hours that run into the billions. What is invisible to the user is visible in the quarterly reports.
Access Without Proportionate Productive Use
The IAMAI-Kantar Internet in India Report 2024 documents the scale of the access story. But it also documents the usage mix. Entertainment and social media dominate time online. For young users, the pull is especially strong; the mechanics of that pull are explored in The Reel Nation: Short-Form Video and the Economics of a Swipe. A private research compilation that has been summarized and sanitized for public citation, drawing on the same public reports, notes that educational use is routinely outspent by short-form video, social feeds, and gaming.
ASER 2024 sharpens the picture. Among 14–16-year-olds, 76% use smartphones for social media, while 57% use them for education. The overlap is not zero, but the gap is the point. A device that could be a textbook, a tutor, and a workshop is more often a theater, a casino, and a gossip circle. Access alone does not produce learning; it produces learning only when the surrounding economy rewards it. Right now, the surrounding economy rewards the opposite.
This is not a moral failing of young people. The same devices are handed to them by parents, schools, and public policy as symbols of progress. The infrastructure was built; the purpose was left unspecified. Into that vacuum stepped business models designed to maximize time-on-platform. The result is a generation with more access to information than any before it, and less uninterrupted attention to turn that access into skill.
Cheap data and Indic-language content have made the phone a constant companion, not an occasional tool. For a teenager in a small town, the smartphone is cinema, mall, arcade, and social club compressed into one device. There is nothing wrong with entertainment; the problem is the ratio. When the same device is the primary portal for play, peer contact, and study, the boundaries collapse. Study becomes a brief interruption in a stream of distraction, not the other way around.
Value Concentrates Upstream

India’s digital advertising market is large and growing. According to an IBEF industry summary, technology giants generated over US$7.13 billion (roughly ₹60,000 crore) in advertising revenue in India in FY24. Much of that spending flows to platforms headquartered outside the country. They capture the data, the attention, and the advertising rupees. Local creators, educators, journalists, and platforms compete for the leftovers.
The imbalance matters beyond economics. When revenue concentrates upstream, so does control over safety, quality signals, and content moderation. Local laws apply, but design decisions about recommendation algorithms, default settings, and notification patterns are made elsewhere. The result is a market in which Indian attention is harvested and Indian public conversation is shaped by incentives set far from Indian streets.
Small businesses feel the same squeeze from the other side. A local retailer who wants to reach customers online finds that the easiest advertising channel is also the most extractive. The platform sets the price of attention, defines the rules of visibility, and can change them overnight. There is little bargaining power. The advertiser and the user are on opposite sides of the same transaction, but both are minor actors in a market dominated by the platform that owns the feed.
Creators feel the squeeze. The same platforms that promise livelihoods also engineer the feed so that only a tiny fraction of followers see any given post. The creator must produce constantly, chase trends, and optimize for engagement rather than depth. Sustainability is thin. The aspiration gap—the gap between the promise of the creator economy and the reality of most participants—is part of the same extraction. It is discussed more fully in the next chapter, but it is worth naming here because it shows that the attention economy harms not only consumers but also the people trying to build inside it.
Addiction Is a Feature, Not a Bug

The design patterns are not hidden. Variable rewards keep users pulling the lever because the next item might be great. Infinite scroll removes the natural stopping point that a page turn or a channel change once provided. Autoplay carries the viewer from one clip to the next without consent. Personalized recommendations reorder the world so that everything feels relevant, even when it is irrelevant to the user’s original purpose. These mechanisms are examined in detail in The Design of Extraction.
A peer-reviewed study indexed in PubMed Central, “The adverse impact of mobile phone short-form video addiction on attentional functions and self-control,” finds that heavy short-form video use is associated with impaired attention and reduced self-control. The causality is hard to pin down—people with poorer attention may also gravitate toward bite-sized content—but the association is consistent and worrying. The design is not neutral. It is optimized for one outcome: more time.
The optimization extends beyond the feed itself. Notifications interrupt homework, meals, and sleep. The red badge and the vibration are engineered urgency. Sleep disruption is one of the most documented downstream effects of heavy evening screen use, because the device competes with rest at the exact moment when self-regulation is lowest. The user pays with fatigue; the platform collects another session.
Gloria Mark’s research on attention, summarized in a Steelcase interview transcript, tracks the shrinking of human attention spans over time. The average time people spend on a screen before switching has fallen to roughly 47 seconds. Each switch carries a cognitive cost. The work of returning to the original task, reassembling context, and producing output becomes harder. The attention economy does not merely waste time; it fragments the capacity to use time well.
Costs Across Domains

The costs are not theoretical. They show up in four places.
Attention spans. The short-form video study and Gloria Mark’s attention research both point in the same direction: sustained focus is under pressure. The NSSO Time Use Survey 2024 offers a structural view of how Indians spend their hours, and the growing share of unpaid time absorbed by screen-based leisure is visible in the aggregate. Time is a zero-sum resource. An hour spent in a feed is an hour not spent reading, practicing, resting, or talking. The loss is especially costly for students and young workers who are still building the deep-attention habits that later careers depend on.
Productivity. Gallup’s State of the Global Workplace data for India puts employee engagement at 23%. That figure has many causes—management quality, job design, economic conditions—but attention fragmentation is one of them. The young worker checks feeds during commutes and meetings, then stays late to finish tasks. The work gets done, but at a cost in fatigue and error. The workplace is not separate from the attention economy; it is one of its arenas.
Youth mental health. The NCERT Mental Health and Well-being Survey of School Students, reported by PIB, found significant levels of stress, anxiety, and screen-related concern among students. A peer-reviewed PubMed Central study on social media and mental health among Indian adolescents reinforces the link between heavy use and psychological distress. Again, correlation is not causation, and the data should be framed without sensationalism. But the pattern is strong enough to treat as a public-health signal, not a private weakness.
Social trust. The Tele-MANAS press note from PIB documents rising calls to India’s national mental-health helpline, a useful indicator that distress is being reported at scale. At the same time, the design of attention platforms tends to amplify content that triggers strong emotion. A PNAS Nexus study by Milli et al. on the amplification of divisive content on social media shows that engagement-based recommendation systems reward outrage. Yale University research on likes and shares finds that social feedback teaches people to express more outrage online. The result is an information environment in which the easiest path to attention is provocation, and the hardest path is careful, good-faith disagreement. Trust frays not only because of false content but because the architecture makes calm conversation less visible.
Why This Matters for the AI Moment
Artificial intelligence is often framed as a new engine for productivity: faster coding, cheaper tutoring, more personalized health information. Those possibilities are real, but they are not the only path AI can take. The same technology that helps a student learn a concept can also generate an infinite supply of personalized, engaging, low-cost content designed to keep that student watching. AI lowers the cost of producing feeds, recommendations, and synthetic personalities. Without a clear priority for substance, the attention economy will simply become more efficient at extraction, a risk explored further in AI Could Make Extraction Cheaper Too.
This is why diagnosis comes before design. If the goal is to make India’s digital dividend real, the country needs to see clearly what is currently being harvested. Access, content, and engagement are not the same as learning, production, and trust. Confusing them has already produced measurable costs. AI can amplify either side. The question is which side the next generation of products, norms, and policies will favor.
Historical Analogies
Two analogies help place the attention extraction in a longer story.
The first is the Green Revolution trade-off. In the 1960s and 1970s, India solved a food-security problem through irrigation, high-yield seeds, and fertilizer. The success was real. The downstream costs—soil degradation, water depletion, regional inequality—were recognized only decades later. India’s digital infrastructure solved the access problem. The attention economy is the downstream cost now becoming visible.
The second is tobacco epidemiology. An industry engineered a product for dependency. Public-health costs emerged on a lag. The evidence matured from “personal choice” to “structural/design problem.” The analogy is limited—attention is renewable and user-co-produced, unlike tobacco—but the incentive arc is similar. A small number of firms profit from keeping users engaged; the costs are distributed across families, schools, workplaces, and the public purse.
These analogies are not predictions. They are reminders that large technology transitions often look like pure progress until the second-order effects arrive. The first-order effect of India’s digital push was connection. The second-order effect is extraction.
Life-Phase Threads
The diagnosis runs through every stage of life. The article does not solve for any of them; that work is reserved for later chapters.
Childhood. The child who learned to swipe before tying shoelaces. Devices were quiet babysitters during the work-from-home years; now they are the default source of stimulation. Parents know this is imperfect, but the alternative—constant, high-quality supervision—is hard in households where both parents work and domestic help is stretched.
Student life. The exam-prep student who opens a phone for one physics video and resurfaces two hours later in a reaction-meme rabbit hole. ASER 2024 finds that 76% of 14–16-year-olds use smartphones for social media, while 57% use them for education. The phone is both textbook and trap.
Early work life. The young worker checking feeds during commutes and meetings, then staying late to finish tasks. Gallup data puts India’s employee engagement at 23%. The attention economy does not respect office hours; it competes with them.
Family life. The dinner table where each member is present physically but elsewhere mentally. Shared time becomes parallel solitude. The device that connects the family to the world also disconnects the family from itself.
Old age. The grandparent who forwards a health misinformation video because the interface made sharing easier than verifying. Digital literacy is uneven across generations, and the design of share buttons exploits that gap. Trust in family networks becomes a vector for false information.
What This Article Is Not
This article stays in the diagnosis lane. It is not a lecture on personal discipline. It is not a product review or a guide to healthier habits. It does not prescribe platform redesigns, regulatory fixes, or AI tools. Those live in later articles:
